Bullish Shares Slide as Senate Fails to Advance Crypto Market Structure Bill

Shares of Bullish (NYSE: BLSH) came under pressure on Wednesday, Sept. 16, 2026, closing at $32.08, down 7.76% from the prior close of $34.78, after a Senate attempt to move forward with landmark cryptocurrency legislation stalled.

The selloff followed news from the previous afternoon that the CLARITY Act, a bill intended to establish a comprehensive regulatory framework for digital assets, failed to secure the 60 votes required to advance in the Senate. Without the legislation, crypto firms including Bullish continue to operate under an unclear patchwork of oversight from multiple agencies.

The drop in Bullish shares stood out against a relatively calm broader market. The S&P 500 slipped 0.4%, while the Nasdaq Composite ended the session essentially flat. The company’s market capitalization now stands at roughly $4.86 billion.

Crypto-exchange operators tend to be sensitive to regulatory headlines, as clear rules are widely seen as a prerequisite for institutional participation in digital asset markets. The failure of the CLARITY Act to advance leaves the industry in limbo, with market structure questions — including which regulator oversees various digital assets — still unresolved.

Wednesday’s decline extends pressure on the stock, which has drawn investor attention since Bullish’s listing on the New York Stock Exchange. Traders will likely look for signs of whether the Senate makes another attempt at the legislation or whether proponents pivot to narrower regulatory measures.

What to watch

  • Whether Senate leadership schedules a revised vote on the CLARITY Act or a modified version of the bill.
  • Bullish’s upcoming quarterly earnings report and any updated guidance on trading volumes and regulatory exposure.
  • Any interim rulemaking or enforcement actions from U.S. financial regulators affecting digital asset exchanges.
