Crypto-focused stocks slip as expectations for Clarity Act movement dim

Bitcoin and cryptocurrency-linked equities traded lower on Thursday as optimism faded that the Clarity Act — proposed legislation designed to set clearer regulatory rules for digital assets — would see near-term progress in Congress, according to market reporting.

The Clarity Act has been closely watched by crypto investors and companies operating in the sector, as it would delineate regulatory responsibilities between securities and commodities regulators. Signs that the bill may not advance as quickly as hoped weighed on sentiment across digital-asset markets and dragged on stocks with crypto exposure.

Among the names moving lower was Progress Software (NASDAQ: PRGS), which slipped 1.35% in Thursday trading to $44.05, down from a prior close of $44.65. The company’s market capitalization stood at approximately $1.81 billion. While Progress is not a pure-play crypto firm, its shares were caught in the broader pullback among technology names tied to the digital-asset ecosystem.

Legislative clarity has long been cited by industry participants as a prerequisite for wider institutional adoption of digital assets. Without it, companies in the space face an uncertain compliance landscape, which has historically amplified volatility in crypto-linked equities whenever the outlook for regulatory action shifts. Thursday’s move underscored how sensitive the sector remains to signals from Washington.

Bitcoin itself eased alongside the equities market, with traders repositioning as the probability of imminent legislative action appeared to decline. Crypto-adjacent stocks have shown elevated correlation with bitcoin’s price in recent sessions, making them sensitive to both regulatory headlines and swings in the underlying asset.

What to watch

  • Scheduled congressional committee activity or floor action related to the Clarity Act and other digital-asset market-structure bills.
  • Progress Software’s next quarterly earnings report and any guidance updates.
  • Bitcoin price movements, which have influenced sentiment in crypto-linked technology shares.
  • Statements from regulators on digital-asset oversight that could affect the legislative debate.
