Atos, Open and Thales Consortium Lands Spot on UGAP Cloud and Infrastructure Frameworks

A consortium bringing together Atos, Open and Thales has been selected by France’s central public procurement agency, the UGAP, to provide cloud and infrastructure services under its framework agreements, according to an announcement published Tuesday.

The UGAP, which acts as a central purchasing body for French public-sector entities, including ministries, local authorities and hospitals, runs framework markets that allow government buyers to procure services without conducting their own full tenders. Selection as a supplier on these agreements gives the three companies a channel to a broad base of public-sector customers seeking cloud hosting, infrastructure management and related IT services.

For Open, one of the three partners in the grouping, the designation lands alongside a strong session on the market. Shares of Open (PAR) closed at $19.77, up 4.6% from the previous close of $18.90, valuing the company at roughly $818 million.

Cloud sovereignty has become a central theme in French public procurement in recent years, with the state favoring providers operating under French or European control for sensitive workloads. Consortium arrangements combining large systems integrators with specialized operators have become a common way to bid for these contracts, allowing the groupings to cover a wide range of technical requirements while meeting regulatory expectations on data location and governance.

Framework agreements of this type typically run for multi-year periods and define pricing and service terms that individual public buyers can then draw on. Being selected does not guarantee revenue — volumes depend on how many agencies and local authorities choose to use the agreement — but it puts the consortium in a position to compete for a steady flow of public-sector cloud and infrastructure projects.

Thales brings defense-grade security expertise to the grouping, while Atos contributes large-scale infrastructure and cloud operations experience. Open, a French cloud provider focused on sovereign infrastructure, rounds out the offer. The combination mirrors the makeup of other consortia that have pursued French government cloud business in recent years.
