Former EPA Officials Warn AI Data Center Boom Is Outpacing Environmental Safeguards

A group of former Environmental Protection Agency officials is raising alarms about the public health consequences of the rapid buildout of artificial intelligence data centers, arguing that the federal government is dismantling pollution protections to accelerate construction.

In a new report and accompanying briefing this week, the officials from the Environmental Protection Network said the current pace of data center development — driven by surging demand for AI computing capacity — is colliding with a broad rollback of environmental rules. They called on the administration to adopt what they term a “Data Center Health Protection Pledge,” a voluntary commitment they acknowledge faces long odds of acceptance.

A deregulatory push tied to AI leadership

The critique centers on EPA Administrator Lee Zeldin, who early in the administration framed deregulation as a route to making the United States “the AI capital of the world.” According to the former officials, dozens of rules have since been rolled back or weakened, measures they say were designed to limit harmful pollution from the power generation and industrial activity that data centers depend on.

Data centers are energy-intensive facilities, and their expansion has become a flashpoint in communities where new plants and supporting power infrastructure are proposed. The former officials argue that weakened oversight increases exposure risks for nearby residents, though the administration has framed the same regulatory changes as necessary to keep AI infrastructure projects moving quickly.

The tension shaping the AI infrastructure race

The dispute highlights a broader tension for the technology sector: hyperscale computing growth requires enormous electricity capacity, and utilities, regulators, and local governments are increasingly weighing speed of deployment against air quality, water use, and grid reliability concerns. Companies across the technology landscape — from cloud providers to payments and software firms like Block, Inc. — operate digital infrastructure that ultimately depends on this underlying power buildout, making environmental policy a material factor in the sector’s expansion plans.

The Environmental Protection Network, an organization staffed largely by veteran agency alumni, has previously published analyses of federal environmental rollbacks. Its latest report frames the data center boom as a growing source of health risk absent stronger federal protections, and it is urging the president to signal that the administration takes the issue seriously — a request the group itself describes as unlikely to be heeded.

What to watch

  • Whether the EPA or the White House responds to the proposed “Data Center Health Protection Pledge.”
  • Further EPA rulemaking affecting emissions standards for power generation serving data centers.
  • Upcoming quarterly earnings and infrastructure guidance from hyperscalers and technology companies building data center capacity.
  • Local and state permitting decisions on new data center and power plant projects.
