Oracle unveils 2 GW renewable energy plan for New Mexico AI hub amid local resistance

Oracle is seeking proposals for 2 gigawatts of renewable energy projects in New Mexico, a move that arrives as its massive Project Jupiter data center confronts mounting local opposition that could slow its development.

The $165 billion Project Jupiter facility in Santa Teresa is being built for OpenAI as part of the Stargate AI infrastructure initiative announced by President Donald Trump in 2025. However, the project has drawn protests and legal challenges from residents and advocacy groups concerned about its environmental footprint, creating potential delays for one of the largest AI infrastructure buildouts in the country.

The renewable energy request for proposals, issued September 8, is being viewed by some observers as an effort to address those concerns. Skeptics note, however, that the data center itself will run on fuel cells that consume natural gas, meaning the renewables would not directly supply power to the facility. Michael Thomas, CEO of Cleanview, a data platform that tracks renewable energy and data center projects, described the arrangement as synthetic in nature, arguing on LinkedIn that a matching program of this kind does not mean the 2 GW of renewables would directly power the data center.

The announcement comes as Oracle’s stock has drawn investor attention. Oracle Corporation (ORCL) traded at $158.78, up 2.9% from its previous close of $154.30, giving the company a market capitalization of approximately $415.5 billion. The Software – Infrastructure company provides cloud software and services that support enterprise IT frameworks worldwide, and its expanding AI infrastructure commitments have become a growing part of its business narrative.

The tension at the heart of the New Mexico dispute reflects a broader challenge for the AI industry: hyperscale data centers require enormous amounts of electricity, and communities hosting them are increasingly demanding that the power be clean. Matching programs like Oracle’s — pairing fossil-fuel-powered operations with off-site renewable generation — have become a common industry approach, though critics argue they can obscure the actual emissions profile of the facilities themselves.

Whether the renewables pledge will be enough to placate opponents in Santa Teresa and the surrounding region remains an open question, with court proceedings still pending over the project’s environmental impacts.

What to watch

  • Progress on the New Mexico court battles over Project Jupiter’s environmental review, which could affect construction timelines.
  • Details of Oracle’s renewable energy procurement, including which projects are selected and how the 2 GW of generation is structured.
  • Oracle’s upcoming earnings report, where management may address Stargate-related commitments and infrastructure spending.
  • Further announcements from Stargate partners on additional data center sites and energy sourcing plans.
